Every feature in the suite, what it does, how to use it and what you can change about it. Written for players first and server owners second, so you should not need to read any code.
Nearly every confusing "why is this missing" question comes down to these, and they are separate. A feature needs BOTH of them to say yes.
The Ragnarok Key decides this. Without it a server runs the public set, which is a real, usable server and not a demo. The key adds the private set; it never takes anything away.
There is one key and no tiers. Singleplayer runs the public set too.
You decide this by the jars you install: the all-in-one jar, or the core jar plus any of the Dungeons, Raids, Tournaments and Space modules. A module you did not install is simply not there.
Install one layout or the other, never both.
So: a feature runs when its jar is installed and, if it is private, the key is present. The key and the public set in full.
